In order to implement the Opinions of the State Council on Deepening the Implementation of the "Artificial Intelligence+" Action (Guofa [2025] No. 11) and empower the high-quality development of the health industry with the new generation of artificial intelligence, the following implementation opinions are proposed to promote and regulate the development of "Artificial Intelligence+Medical and Health" applications. By 2027, establish a batch of high-quality datasets and trustworthy data spaces in the healthcare industry, form a batch of vertical large-scale models and intelligent agent applications for clinical specialties, widely apply intelligent assistance for grassroots diagnosis and treatment, intelligent decision-making assistance for clinical specialties, and intelligent services for patient visits in medical and health institutions, and basically build a batch of national artificial intelligence application pilot bases in the medical and health field, create more high-value application scenarios, and drive the high-quality development of the health industry. By 2030, the basic coverage of intelligent auxiliary applications in grassroots diagnosis and treatment will be achieved, and the widespread use of artificial intelligence technologies such as medical imaging intelligent auxiliary diagnosis and clinical diagnosis and treatment intelligent auxiliary decision-making in hospitals at or above the second level will be promoted. The "artificial intelligence+medical and health" application standard specification system will be basically improved, and a number of globally leading science and technology innovation and talent training bases will be built. 2、 Deepen Key Applications (1) Artificial Intelligence+Grassroots Applications 1. Strengthen the intelligent application of closely integrated county-level medical communities. We will focus on the grassroots level, strengthen the role of resource sharing centers for medical imaging diagnosis, electrocardiogram diagnosis, medical testing, pathological diagnosis, disinfection supply, etc., and enhance the intelligent level of convenient and beneficial services such as diagnosis and treatment services, basic public health, chronic disease collaborative management, family doctor contract services, and traditional Chinese medicine intelligent auxiliary diagnosis. 2. Establish intelligent assisted diagnosis and treatment applications for grassroots doctors. Establish intelligent auxiliary diagnosis and treatment applications for common and frequently occurring diseases at the grassroots level, providing intelligent applications such as auxiliary diagnosis and treatment, prescription review, follow-up management, and traditional Chinese medicine diagnosis and treatment to grassroots doctors, and enhancing their service capabilities in general auxiliary diagnosis, disease differentiation diagnosis, and medical imaging auxiliary diagnosis. 3. Strengthen standardized management and services for chronic diseases among residents. Establish intelligent chronic disease management and personal health portrait applications, promote the standardized opening of residents' electronic health records to individuals, carry out intelligent services such as chronic disease screening, assessment and grading, personalized intervention, etc., support residents to carry out self health management, and build a new model of intelligent services for grassroots chronic disease management. 4. Strengthen health management, elderly care, and childcare services. Combining with the "Weight Management Year" campaign, provide personalized health, scientific, intelligent diet and exercise advice for residents. Strengthen intelligent services and supervision for elderly care and childcare. Promote intelligent applications for health management and daily care guidance for key populations such as the elderly, pregnant women, and children, and enhance the awareness of autonomous health management among the entire population. (2) Artificial intelligence+clinical diagnosis and treatment 5. Promote intelligent diagnostic services for medical imaging. Support the province to comprehensively and intensively carry out intelligent auxiliary services such as medical imaging assisted diagnosis, report generation, image quality evaluation, and providing treatment plan suggestions. Encourage the development of medical imaging intelligent assisted diagnosis in secondary and above hospitals from single disease to single organ multi disease, and improve the efficiency of imaging diagnosis and report quality. Select high-level hospitals to conduct research on the aggregation and development of high-quality medical imaging data, and support the development and iterative upgrading of artificial intelligence models. 6. Expand clinical specialized disease auxiliary diagnosis and treatment services. Promote the expansion of intelligent clinical decision support application scenarios in national medical centers, national and provincial regional medical centers, focusing on the application of intelligent decision-making assistance for major and difficult diseases such as pediatrics, psychiatry, oncology, and rare diseases, and enhancing the diagnostic capabilities of clinical specialists. 7. Promote intelligent rehabilitation and medication services. Promote rehabilitation robots, Chinese medicine acupuncture and moxibustion massage robots and other intelligent medical equipment, and achieve full coverage of intelligent rehabilitation services in the rehabilitation department of specialized rehabilitation hospitals and tertiary general hospitals. Develop smart pharmacies and promote intelligent applications such as prescription dispensing, drug verification, and prescription pre-approval. (3) Artificial Intelligence+Patient Services 8. Optimize the intelligent patient service process. Second level and above hospitals provide patients with precise appointment triage guidance, intelligent pre consultation, cloud accompaniment, intelligent follow-up, and other full process services before, during, and after diagnosis. Promote bedside intelligent devices, carry out disease monitoring and early warning, bedside intelligent nursing and other services, and improve patients' medical experience. Promote cross regional and cross institutional mutual recognition and sharing of inspection and testing results. Promote intelligent services such as mobile payment, one-stop settlement for medical insurance, rapid claims settlement for commercial insurance, satisfaction surveys, and post hospital management. 9. Strengthen intelligent referral services. Support the province to establish an intelligent referral information system, allocate referral resources reasonably in primary healthcare institutions and secondary and above hospitals based on regional medical resource distribution, department load rate, and patient urgency, and provide intelligent referral services for patients. (4) Artificial Intelligence+Traditional Chinese Medicine 10. Strengthen the application of intelligent traditional Chinese medicine diagnosis and treatment. Focusing on real-world data and evidence-based medicine data in traditional Chinese medicine clinical diagnosis and treatment, we will construct a specialized knowledge base for traditional Chinese medicine clinical diseases and a knowledge base for clinical medication, forming a batch of high-quality datasets to support the construction of a large-scale model for traditional Chinese medicine diagnosis and treatment, enhance the ability of traditional Chinese medicine to assist clinical diagnosis and treatment, and improve the level of rational use of traditional Chinese medicine. 11. Strengthen the intelligent management of traditional Chinese medicine throughout its entire lifecycle. Encourage traditional Chinese medicine research and development institutions and planting and production enterprises to build a full process traceability system for traditional Chinese medicine, explore a digital twin system for authentic medicinal herb planting, achieve monitoring, guidance, and traceability throughout the growth process, promote digital collection and intelligent analysis of information during the processing of traditional Chinese medicine decoction pieces, and achieve intelligent management of the entire process of traditional Chinese medicine planting, processing, and use. 12. Promote the intelligent upgrading of traditional Chinese medicine equipment. Encourage the research and development of intelligent diagnostic equipment for traditional Chinese medicine in various regions, to achieve quantitative collection and analysis of "four diagnostic" information. Explore the promotion and application of intelligent devices such as acupuncture and moxibustion and massage robots. Support the research and development of personalized intelligent decoction equipment for traditional Chinese medicine, and promote the upgrading of traditional technology. (5) Artificial intelligence+public health 13. Strengthen infectious disease monitoring and early warning. Build a closed-loop management system for monitoring, early warning, and disposal, promote the upgrade of intelligent epidemiological investigation systems, and provide real-time and accurate support for infectious disease prevention and control decisions. Accelerate the deployment and application of the national intelligent monitoring and early warning software for infectious diseases in medical institutions nationwide that use the infectious disease reporting system. Optimize the rapid detection and intelligent analysis application of risks such as clustering of infectious disease cases and syndromes, abnormal changes detection, etc. 14. Strengthen health emergency management and disposal. Strengthen the deep application of artificial intelligence in public health and disease prevention and control, improve the monitoring and early warning of public health emergencies, integrate health information data resources, monitor medical treatment and emergency information, predict and warn of health emergency risks, recommend disposal plans, and achieve intelligent disposal. 15. Strengthen the management of key diseases and key populations. Provincial level coordinated promotion of intelligent auxiliary diagnosis applications for pathology, B-ultrasound, and radiographic imaging, and strengthened early disease screening. Carry out early intelligent diagnosis of occupational diseases and improve the application of intelligent personal protective equipment. Strengthen intelligent monitoring services for public psychological issues, with a focus on students, providing intelligent screening, warning push, intervention services, and follow-up analysis for psychological issues. (6) Artificial intelligence+scientific research and teaching 16. Deepen the intelligent application of medical scientific research. Relying on the National Medical Center, National Clinical Medical Research Center, and key universities, we will promote the co construction, sharing, and sharing of intelligent agents in literature review, research plan generation, data collection and analysis, scientific research resource management, scientific research data security, research-oriented wards, clinical trials, and other aspects to improve the efficiency and quality of scientific research work. 17. Expand health science popularization services. Encourage various regions to provide personalized intelligent health knowledge push and popularization services and customized health information for the public, and innovate knowledge provision methods for medical personnel in intelligent medical literature analysis, scientific problem discovery, scientific and technological academic evaluation, etc. 18. Promote the transformation of pharmaceutical research achievements. Promote the high-quality development of the pharmaceutical industry, encourage national medical centers, regional medical centers, and clinical medical research centers to collaborate with drug manufacturers, develop new drug screening models for major diseases, rare diseases, and specific populations, and accelerate intelligent research and development of new drugs. Support comprehensive clinical data and application data of traditional Chinese medicine in various regions, establish a fast and efficient combination drug optimization model, and assist in optimizing and innovating traditional Chinese medicine formulations. (7) Artificial Intelligence+Industry Governance 19. Promote intelligent management of medical and health institutions. Strengthen the precise analysis of medical management data such as intelligent medical quality, medical expenses, and single disease cost management, carry out intelligent allocation of medical equipment and consumables, intelligent management of operating rooms and pharmacies, and enhance intelligent management of hospital medical quality, medical services, logistics, logistics, and safety. 20. Strengthen intelligent supervision of the healthcare industry. Promote the coordinated development and governance of healthcare, medical insurance, and pharmaceuticals, and integrate the deepening of medical reform and digital empowerment. Carry out real-time collection and analysis of key information case data, achieve intelligent monitoring, analysis, and early warning of medical and health resources, services, quality, safety, and level, and establish a provincial-level regional intelligent auxiliary decision-making system for emergency allocation and disposal of medical resources in response to public emergencies. 21. Deepen the intelligent application of emergency treatment system. Establish a nationwide unified intelligent emergency command system to enhance the rescue capabilities for critical illnesses such as myocardial infarction, stroke, and trauma. Establish an intelligent blood management system, strengthen inventory monitoring and linkage support. Improve the intelligent monitoring, warning, and grading response system for shortage drugs, accurately ensuring the on-demand storage and rational allocation of clinically necessary drugs. (8) Artificial Intelligence+Health Industry 22. Develop intelligent new service formats. Promote the concept of healthy consumption and encourage the development of new service formats such as intelligent health checkups, health consultations, and health management. Support innovative medical intelligent service models in various regions, promote innovative health products, and carry out health knowledge consultation and promotion such as rational drug use and chronic disease management. Accelerate the promotion and application of intelligent physical therapy technology, and support eligible artificial intelligence products to enter clinical trials. 23. Enhance the innovation capability of intelligent medical equipment. Support medical equipment manufacturing enterprises to collaborate with medical institutions, research institutes, and other upstream and downstream industries in the research and development of intelligent medical equipment, with a focus on promoting the intelligent upgrading of medical equipment in fields such as medical imaging, diagnosis and testing, treatment, monitoring, and life support. Encourage joint applications to participate in the innovation task of artificial intelligence medical devices and lead the research and development. Support the first application of domestically produced intelligent medical equipment in medical institutions, and promote the application of intelligent medical equipment that is at the forefront of technological innovation and clinical application in the country. 24. Promote innovation in the intelligent information industry. Strengthen the research and development of artificial intelligence standard datasets and corpora, core application components, etc., support the establishment of reliable data spaces for high-quality medical and health data in various regions, and encourage the development of vertical large-scale model applications in the medical and health industry. Incubate specialized and specialized medical intelligent agents. 3、 Consolidate the application foundation (1) Strengthen infrastructure construction. Intensive construction of national and provincial health information platforms, achieving vertical connectivity and full coverage of national, provincial, municipal, and county platforms, and horizontal connectivity of all public and private medical and health institutions. Establish a master index with ID card number as the unique identifier of personal health information, standardize the collection of outpatient and inpatient information, and build a national medical and health data center and disaster recovery center. (2) Enrich the supply of medical data. Promote collaboration and cross departmental data sharing among the three medical institutions, optimize data collection and annotation processes, improve data annotation in the medical and health field, promote compliant, efficient, secure, orderly interconnection of data elements, and strengthen applications. (3) Optimize artificial intelligence computing algorithms. According to the overall planning and layout of the national computing infrastructure, combined with the national artificial intelligence application pilot base, support the provincial level to establish an industry public support service platform, and provide unified, efficient, and open artificial intelligence computing services. Encourage the acceleration of core algorithm research and development, and promote the development and application of vertical large-scale models in the medical and health field. Promote the construction of open source software for medical artificial intelligence and continuously improve the level of co construction and sharing. (4) Strengthen the construction of pilot bases. We will build a national artificial intelligence application pilot base for the health industry, focusing on key areas such as clinical diagnosis and treatment, patient services, medical research, drug and equipment development, traditional Chinese medicine, and infectious disease prevention and control. We will also establish a full stack co creation platform with capabilities in computing power services, model services, data services, and application trial certification. (5) Strengthen the support of scientific and technological talents and standards. Strengthen the layout of artificial intelligence technology in major national scientific and technological projects in the field of health, and provide strong technological support for empowering health with artificial intelligence. Establish and improve relevant policies, regulations, application norms, and ethical rules, and build a technical monitoring, risk warning, and emergency response system. Support the establishment of artificial intelligence composite talent training bases in the healthcare industry, innovate talent evaluation mechanisms, and incentivize the transformation of scientific and technological achievements. 4、 Standardize safety supervision (1) Optimize industry management and audit system. Improve the comprehensive governance mechanism of government supervision, institutional autonomy, industry self-discipline, and social supervision, implement hierarchical and classified management, formulate evaluation standards and guidelines based on service targets, product uses, and risk levels, and clarify regulatory responsibilities. Promote the standardized filing of large-scale models in the medical and health field, and optimize the review process for artificial intelligence applications. (2) Innovative regulatory methods and warning mechanisms. Strengthen the supervision of various aspects of artificial intelligence research and development, evaluation, admission, and application, and carry out application monitoring and evaluation. Establish a large-scale model application evaluation and verification, carry out penetrating supervision from the aspects of medical quality and safety, personal privacy, and data security, and strengthen dynamic monitoring and early warning. (3) Strengthen data security and personal privacy protection. Strengthen the security measures of medical and health institutions, scientific research institutions, etc., establish a clinical data authorization operation management system, formulate a negative list for data security management and personal information protection, establish a sound intelligent application data security protection system, and promote the standardized circulation and sharing of data. 5、 Strengthen organizational support (1) Strengthen institutional construction. Encourage all regions to strengthen the guarantee of artificial intelligence research, career support, and talent evaluation mechanisms, strengthen the construction of supporting policies such as pricing, payment, and distribution, and increase funding support. Establish management measures for network data security and personal information protection to ensure the safe, reliable, and controllable development of artificial intelligence. (2) Strengthen pilot demonstrations. Give full play to the role of the National Artificial Intelligence Application Pilot Base and the National Intelligent Social Governance Experimental Characteristic Base in the Health Industry, carry out pilot projects for high-quality dataset construction and trustworthy data space construction, promote the implementation of artificial intelligence research and application, optimize work mechanisms, and continuously stimulate innovation and creativity. (3) Strengthen publicity cooperation. Strengthen policy promotion and regulatory guidance, prevent disorderly competition and resource waste, and create a favorable development atmosphere. Strengthen international exchanges on artificial intelligence technology and governance applications, adhere to mutual benefit and win-win cooperation, and promote the sharing of technology and achievements.
